According to the provision in the present constitution of Nepal, there shall be provincial govt. in each province. It is also called 'council of ministers'. The executive (council of minister) of each province has chief minister as the head. Now, the other ministers in the council are appointed among the members of province parliament maximum to 20% of its number. Therefore, the provincial council of ministers is shaped.
