Describe the formation of present federal council of ministers.

The present federal council of ministers comprises of maximum 25 ministers including the Prime Minister. The PM is appointed by the president with the majority in the house of representatives and the council of ministers is shaped under his or her leadership. In case no party has clear majority, the president shall appoint as the PM, the parliamentary party leader of the party who get majority with the support of two or more parties representing the House of representatives. Even if the PM cannot be appointed, President appoint PM, the parliamentary party leader of the party which has highest number of members in the house of representatives but s/he should get support of the members with simple majority. After the PM is selected, the president shall, on the recommendation of PM, shape out the council of ministers of max. 25 members including PM.
