Obviously, the majority in the democratic system is highly respected and all the decisions are made in accordance with the aspirations of majority. But, the minority also should be respected in such a case that majority sometimes, can be misguided an decisions made by parliament or any other groups will be unjust and remains failure to fulfill the desire of citizens. For instance BIPA, the agreement made by government with the Indian government is full of controversies since it is to enhance the investment but when there is loss, Nepal government must bear it. So, when there profit India gets but when there is loss, our country Nepal has to fulfill as a compensation.

Legislature is the organ of government which makes orformulates laws for the smooth runningof the government.
