Is it possible that the resultant of two vectors be smaller than the smaller of the two vectors? If so, under what condition?

Yes, if the angle between the two vectors is more than 90o but less than 2700. (cosΘ is negative)

The resultant of two vectors could be smaller than the smallest of the two initial vectors of the the vectors were lying anti-parallel to each other. In such a case the resultant would be difference of the two vectors.
