Why are fishes reasonably safe during electric storm?

Basically lightning stays more on the surface of the water rather than penetrating it. That's because water is a reasonably good conductor, and a good conductor keeps most of the current on the surface.

But, fish under a lightning strike can be killed, if it's close enough to the surface.

It is due to action of point. A conical conductor has a non-uniform shape. At its pointed end, the surface density of charges is high. As a result, the charges are lost to the surrounding easily.
