How is PSC formed? Why is it necessary?

According to the provision mentioned in the present constitution of Nepal, there shall be Public Service Commission of Nepal, consisting of the chairperson and four other members. The president shall, on the recommend of the constitutional council, appoint the chairperson and members of this commission. At least 50% of total member shall be appointed amongst the persons who have worked for 20 or more years in governmental service and the rest of members shall be appointed amongst the persons who hold reputation after having done research, investigation, etc.
It is necessary because:
        - It conducts the exam for the selections of civil servants.
        - It takes exam for the appointment of office of Nepal army, Nepal police, etc.
        - For smooth, balanced and sustainable dev. of the nation.
        - To increase the people's participation in the development.
