        - Increasing the number of offices in different parts of the country and staff or officers in the offices.
        - Implement some rules and regulations for the officers to work for the citizens.
        - Aware the citizens about their rights to get their work done in time.
        - Good governance.

Yes, it is sometime because of the workers working there. But, the work get done slower because there are limited workers to work for the many citizens of large geographic area. But, sometimes the workers themselves do careless about their duty of performing work because of which the citizen may have to wait for longer time.
