TIPPANI

A Tippani is written statement of facts, information, related rules and regulations, opinions and suggestions. It is prepared by lower level staffs and submitted to higher level staffs for decision making. Since it is used to make important decisions, it should be checked by each authority to ensure the inclusion of all the information and documents.

The objectives of Tippani are as follows:

  1. To make correct and effective decisions on a particular issue.

  2. To communicate the current problems regarding particular issue to concerned higher authority.

  3. To clear the existing unclear rules and regulations or amend them.

  4. To make decisions based on opinions of all staffs of organization.

    Tippani is  one of the important techniques of office procedure. So specific techniques which are followed in performing the functions remaining within the objectives and frame work of an office is called as office procedure.

    The things to be considered while drafting a tippanni are given below:

    i)  The subject matter on which tippanni is being written should be mentioned in brief on the top of the tippanni.

    ii)  A tippani should be simple, clear, meaningful and to the point.

    iii)  The current rules and regulations and the points and clauses connected with the problems should be listed or mentioned orderly.

    iv)  Suggestions and opinions of different officials of lower-level should be mentioned with supporting arguments.

    v)  Each officer receiving the tippanni from lower-level should check carefully to ensure that there is no short of any necessary point.

    vi)  Each page of the tippanni should be signed and forwarded to upper level till it reaches to final authority.

    Some of the importance of tippani while carrying out office procedures are as follows:

    i)  It provides relevant facts, information, opinions and suggestion of staff at different levels to top level authority for decision making.

    ii)  It gives the knowledge of the problem and the situation and acts as a written proof of the decision taken.

    iii)  It clarifies the controversial aspects in rules, regulations & laws which are very important to see before final decision given.

    iv)  It helps to formulate new plans and policies and amend the unclear clauses of rules of law.

    v)  It helps to make decisions from authoritative level in participation of lower level.
